Chinese President and party leader Xi Jinping had not been seen in public for two weeks until he reappeared on Tuesday, a day after Chinese analysts released economic data for July. But instead of addressing the economic crisis, Xi went to the city of Jinzhou in northeastern Liaoning and visited a memorial site. There he remembered the nearly one million soldiers of the People’s Liberation Army who fought in the civil war in the 1940s.
